Robert Peel and August Vollmer There were many men and woman who made significant contributions to law enforcement and policing but Robert Peel and August Vollmer are some of the most well-known men. Through all of the people who built the law enforcement system the term general service law enforcement agencies is defines by Walker and Katz as agencies that regularly engage in preventing crime, investigation crimes and apprehending criminals, maintaining order, and providing other services. In the United States, police began in 1838 and officers had no real training, education or procedures but that did not last forever with the help of Robert Peel and August Vollmer. Police departments in America try to promote community policing and work hard to partner with other police departments to work together to solves issues in the community. Sir Robert Peel tried hard to include all issues of the time in his principles, but he never could have predicted the modern day issues of gangs, cartels and all of the other violence that has come about since his time. Law enforcement has had to change a lot over the years to accommodate all of the problems they must deal with that Peel could not have predicted. Vollmer once stated, The policemans job is the highest calling in the world. The men who do that job should be the finest men. They should be the best educated. They should be college graduates. Thats what policemen should be. And what are they? Dumbbells. According to a website called study.com, Vollmer was born in New Orleans, Louisiana in 1876 but soon after his father’s passing, his mother moved them to Germany where he would study and grow up. It was not till Vollmer’s teen years that he moved to Berkeley, California where many of his accomplishments would come about.
